Eleocharis acicularis is a well known foreground aquarium plant and thrives in almost all conditions. An open space without shading from other plants is preferable and it will soon begin to carpet your foreground.
After planting, the roots will start colonising the surroundings, creating a beautiful carpet of 6-15 cm in height. If the carpet grows too tall, you may carefully cut it back to the preferred height. In fact, trimming regularly encourages the plant to spread quicker and thicker. Just ensure you give it time to settle in before trimming.
Lastly, for the fastest growth, plant in a nutrient-rich substrate such as Tropica Soil.
